Main tasks of the Minister of emergency situations:

Development and implementation of state policy in the field of prevention of emergency situations, protection of life and health of the population, material and cultural values, as well as elimination of consequences and reduction of damage in case of emergencies in peacetime and wartime;

Creation and management of the State system of prevention and action in emergency situations (SES);

Management of civil protection of the Republic of Uzbekistan;

Organization of development and implementation on the territory of the Republic of Uzbekistan of measures in the field of protection of the population, the territory of the country, objects of national heritage of the republic, as well as prevention and elimination of the consequences of emergency situations;

Coordination of the activities of ministries, departments, the Council of Ministers of the Republic of Karakalpakstan, khokimiyats, regions, cities and districts for the protection of the population and national wealth, prevention and elimination of emergencies caused by accidents, catastrophes and natural disasters;

Managing major emergency response operations, creating and ensuring the availability of the forces and means necessary for this purpose;

Organization of development and implementation of targeted and scientific and technical programs aimed at preventing emergencies, protecting the population, the territory of the country and improving the stability of the functioning of national economy facilities when they occur;

Organization of preparation of the population, officials and formations of the State Emergency Service for actions in emergency situations;

Co-organization of international cooperation on issues within the competence of the Ministry.

The minister is entitled to:

Make decisions, in established order, within its competence, that are binding on ministries, departments, associations, the Council of Ministers of the Republic of Karakalpakstan, khokimiyats of regions, cities and districts, enterprises, institutions and organizations, regardless of the form of ownership, coordination of work on civil protection, prevention and liquidation of the consequences of emergencies, accidents, catastrophes, and monitor their implementation;

Request and receive, in established order, from ministries, departments, the Council of Ministers of the Republic of Karakalpakstan, khokimiyats, enterprises, institutions and organizations, regardless of the form of ownership, information and information necessary to fulfill the tasks assigned to the Ministry;

Hold inspections of ministries, departments, enterprises, organizations and facilities in established order, on issues related to its competence;

Attract local and foreign specialists to participate in the state expertise of territories, potentially dangerous objects and industries;

Make contracts (agreements), in established order, with work performers (firms), including foreign ones, on the creation of emergency rescue equipment, on the rehabilitation of the population and territories affected by accidents and disasters;

Make decisions on attracting the necessary territorial forces and means of constant readiness to carry out emergency response work in other areas in coordination with the Council of Ministers of the Republic of Karakalpakstan and khokimiyats.

The main tasks of the First Deputy Minister of Emergency Situations of the Republic of Uzbekistan:

Participation in the management of the State system of prevention and action in emergency situations of the Republic of Uzbekistan (SES);

Organization of operational activities and mobilization training of the Central office, territorial departments and structural divisions of the Ministry;

Coordination of interaction between the ministry and the General Staff of the Ministry of Defense, the Ministry of Internal Affairs, the National Security Service, the State Customs Committee;

Coordination management and control of the development of plans for the main activities of the Ministry and the state emergency service of the Republic of Uzbekistan;

Organization of preparation and holding of Collegium. Development and generalization of Collegium materials, as well as monitoring and analysis of the implementation of Collegium decisions;

Organization of mobilization activities of the Ministry in cooperation with the General staff of the Ministry of defense;

Maintaining in constant readiness and coordination of actions of rescue units and emergency response forces in conditions of natural and man-made emergencies and liquidation of their consequences, coordination of activities and interaction with the forces of operational subordination, territorial and functional subsystems of the State Emergency Service;

Ensuring mutual exchange of information between management bodies of territorial and functional subsystems of the State Emergency Service;

Conducting information - analytical, statistical work and monitoring, forecasting based on analysis, accumulated and processed information in the field of prevention, prevention and elimination of the consequences of natural, man-made and environmental emergencies, as well as sabotage and terrorist acts;

Organization of operational duty in the Central Office of the Ministry;

Providing the Ministry with a stable connection in peacetime and wartime, as well as during rescue and other urgent work;

Maintaining operational readiness of the Ministry's communication systems in cooperation with the Ministry of defense, the Ministry of internal Affairs, the national security service, the SCC, the state communications Committee and the emergency services of neighboring States on issues of notifying the population living in cross-border emergency zones;

Monitoring the creation, operation and modernization of intra-regional and local public notification systems.

Main functions of the First Deputy Minister

Planning of measures to prevent and eliminate the consequences of emergencies on the territory of the Republic, timely communication of operational tasks to subordinate management bodies;

Organization and coordination of interaction with the duty services of functional and territorial subsystems of the state emergency service on prevention and prevention of natural and man-made emergencies, as well as elimination of their consequences;

Development, organization and implementation of measures for combat training of the Central office, territorial departments and structural divisions of the Ministry, preparation of draft decisions of the Chief of civil protection of the Republic of Uzbekistan and the Minister of emergency situations, in terms of the Ministry's activities;

Organization of command and control of military units and formations of civil protection, ensuring combat and mobilization readiness of forces and means of civil protection;

Conducting state expertise of projects for industrial and social facilities;

Periodic clarification and timely adjustment of the Action Plan for the prevention and elimination of emergency situations, as well as the Civil Protection Plan of the Republic of Uzbekistan;

Control and management of the organization of the deployment of mobile command posts and the work of operational groups on them, management of the actions of rescue teams and rescue services to prevent the entry of exercises and during emergency response;

Organization of development and submission for consideration to the Cabinet of Ministers of the Republic of Uzbekistan of draft regulatory and other acts on civil protection, prevention and elimination of emergency situations;

Implementation of measures to control the equipment and service property of territorial departments and structural units;

Submitting proposals and organizing the development of improving the organizational and staff structure of the ministry;

Organization of command-staff, tactical-special and mobilization exercises;

Monitoring the development and timely clarification of mobilization plans and plans for bringing the Central Office, territorial administrations and structural divisions of the Ministry to the highest degree of combat readiness;

Planning training camps, organizing training, advanced training of military personnel and employees of the ministry;

Organization of collection, generalization, systematization and analysis of information about possible and occurred emergency situations of man-made and natural character;

Ensuring the reception and transmission of signals (orders) of the combat control of territorial and structural divisions of the ministry, as well as high-quality information exchange in a timely manner with the ministries and departments that are part of the State Emergency Service of the Republic of Uzbekistan;

Monitoring the activities of the headquarters of territorial emergency departments and structural divisions;

Monitoring of planning documents for service and combat training. This includes command-staff and tactical-special exercises, as well as commander training.

The main tasks of the Deputy Minister for Prevention of Emergency Situations

The main functional responsibilities of the Deputy Minister for Emergency Prevention are:

compliance with the requirements of the Constitution and laws of the Republic of Uzbekistan, as well as other regulatory legal acts;

coordination, control and direct management of the activities of the supervised structural units of the ministry, distribution of responsibilities between their employees;

conducting a critical and in-depth analysis of the progress of the implementation of concepts, comprehensive programs and comprehensive measures to further improve the activities of public administration bodies, approved by acts of the President of the Republic of Uzbekistan and decisions of the Cabinet of Ministers, in the supervised areas of the ministry's activities;

taking measures to unconditionally ensure the achievement of forecast indicators supervised by structural divisions, systematic hearing of reports from heads of divisions and increasing their personal responsibility for achieving these indicators;

approval of quarterly plans of the heads of supervised structural units, ensuring control over their implementation;

ensuring timely and high-quality execution of decisions of the collegium of the ministry, orders and instructions of the Minister;

submitting proposals to the Minister on the selection and placement of personnel in supervised structural units, ensuring the guarantee of their professionalism, competence, practical experience, high level of business and moral and moral qualities, taking measures to improve their professional qualifications, forming a personnel reserve in the supervised structural units;

full and comprehensive consideration of proposals and draft regulatory legal acts submitted to the ministry, conducting

their thorough legal, financial, economic and other expertise;

systematically conducting a critical analysis of the effectiveness and efficiency of the activities of managers and employees of supervised structural units, hearing their personal reports at meetings of the collegium of the ministry, taking the necessary measures following the results;

taking practical measures to improve the ministry on issues related to the sphere of activity, developing proposals for improving legislation and submitting them to the Minister;

submission to the Minister of proposals on encouraging and disciplining managers and employees of supervised structural units, including on considering the feasibility of their further stay in their position, implementing systemic measures to increase their personal responsibility for the performance of functional duties and assigned tasks;

making proposals to the Minister to improve the efficiency, quality of provision and accessibility of public services;

compliance with legal requirements when working with information classified as state secrets and confidential information.

supervises the development, together with state and economic management bodies, local government bodies, of measures for the prevention and protection of the population and territories from the threats of radiation, chemical and biological (bacteriological) contamination (pollution);

controls and coordinates the conduct of information, analytical and statistical work, as well as monitoring and forecasting based on the analysis of accumulated and processed information in the field of prevention and prevention of natural and man-made emergencies;

organizes the prevention and prevention of possible threats to the population and economic facilities during earthquakes, dangerous geological and hydrometeorological phenomena, as well as man-made accidents and disasters;

organizes the readiness of economic facilities in the field of civil protection and preventive work with the population to reduce natural and man-made threats;

supervises the organization of training for the population and management personnel, as well as the preparation and training of civil protection units;

manages the organization and implementation of works on degassing, decontamination and disinfection in the course of localization and elimination of the consequences of emergencies accompanied by radiation, chemical and biological contamination (pollution) of the population and territories;

organizes regular chemical-radiometric and biological (bacteriological) monitoring of the area, conducting information and analytical work and developing proposals in the field of prevention, prevention and elimination of the consequences of natural, man-made and ecological emergencies that can lead to radiation, chemical and biological (bacteriological) contamination (pollution);

organizes laboratory tests of radiation and chemical protection equipment stored in warehouses of property of the civil protection mobilization reserve and at economic facilities in accordance with the established procedure;

controls the readiness of the personnel of emergency response units, accompanied by radiation, chemical

and biological pollution (contamination) of the area;

supervises the planning, organization and implementation of measures for the prevention, prevention and elimination of emergencies associated with the possible use of weapons of mass destruction or their components;
