The main tasks of the Deputy Minister for Prevention of Emergency Situations
The main functional responsibilities of the Deputy Minister for Emergency Prevention are:
compliance with the requirements of the Constitution and laws of the Republic of Uzbekistan, as well as other regulatory legal acts;
coordination, control and direct management of the activities of the supervised structural units of the ministry, distribution of responsibilities between their employees;
conducting a critical and in-depth analysis of the progress of the implementation of concepts, comprehensive programs and comprehensive measures to further improve the activities of public administration bodies, approved by acts of the President of the Republic of Uzbekistan and decisions of the Cabinet of Ministers, in the supervised areas of the ministry's activities;
taking measures to unconditionally ensure the achievement of forecast indicators supervised by structural divisions, systematic hearing of reports from heads of divisions and increasing their personal responsibility for achieving these indicators;
approval of quarterly plans of the heads of supervised structural units, ensuring control over their implementation;
ensuring timely and high-quality execution of decisions of the collegium of the ministry, orders and instructions of the Minister;
submitting proposals to the Minister on the selection and placement of personnel in supervised structural units, ensuring the guarantee of their professionalism, competence, practical experience, high level of business and moral and moral qualities, taking measures to improve their professional qualifications, forming a personnel reserve in the supervised structural units;
full and comprehensive consideration of proposals and draft regulatory legal acts submitted to the ministry, conducting
their thorough legal, financial, economic and other expertise;
systematically conducting a critical analysis of the effectiveness and efficiency of the activities of managers and employees of supervised structural units, hearing their personal reports at meetings of the collegium of the ministry, taking the necessary measures following the results;
taking practical measures to improve the ministry on issues related to the sphere of activity, developing proposals for improving legislation and submitting them to the Minister;
submission to the Minister of proposals on encouraging and disciplining managers and employees of supervised structural units, including on considering the feasibility of their further stay in their position, implementing systemic measures to increase their personal responsibility for the performance of functional duties and assigned tasks;
making proposals to the Minister to improve the efficiency, quality of provision and accessibility of public services;
compliance with legal requirements when working with information classified as state secrets and confidential information.
provide skillful management of the subdivisions of the central office entrusted to him, as well as territorial departments
and structural subdivisions in terms of planning and implementation of preventive measures to prevent emergencies of natural and man-made nature;
coordinates and controls compliance with the requirements of regulatory legal acts in the field of protecting the population and territories from emergencies in local government bodies, in business entities and other organizations, provides them with the necessary methodological and practical assistance in fulfilling their responsibilities;
supervises the development, together with state and economic management bodies, local government bodies, of measures for the prevention and protection of the population and territories from the threats of radiation, chemical and biological (bacteriological) contamination (pollution);
controls and coordinates the conduct of information, analytical and statistical work, as well as monitoring and forecasting based on the analysis of accumulated and processed information in the field of prevention and prevention of natural and man-made emergencies;
organizes the prevention and prevention of possible threats to the population and economic facilities during earthquakes, dangerous geological and hydrometeorological phenomena, as well as man-made accidents and disasters;
organizes the readiness of economic facilities in the field of civil protection and preventive work with the population to reduce natural and man-made threats;
supervises the organization of training for the population and management personnel, as well as the preparation and training of civil protection units;
manages the organization and implementation of works on degassing, decontamination and disinfection in the course of localization and elimination of the consequences of emergencies accompanied by radiation, chemical and biological contamination (pollution) of the population and territories;
organizes regular chemical-radiometric and biological (bacteriological) monitoring of the area, conducting information and analytical work and developing proposals in the field of prevention, prevention and elimination of the consequences of natural, man-made and ecological emergencies that can lead to radiation, chemical and biological (bacteriological) contamination (pollution);
organizes laboratory tests of radiation and chemical protection equipment stored in warehouses of property of the civil protection mobilization reserve and at economic facilities in accordance with the established procedure;
controls the readiness of the personnel of emergency response units, accompanied by radiation, chemical
and biological pollution (contamination) of the area;
supervises the planning, organization and implementation of measures for the prevention, prevention and elimination of emergencies associated with the possible use of weapons of mass destruction or their components;
requests from the heads of departments, services and independent departments of the central apparatus of the ministry, territorial and structural divisions of the ministry, information, information and documents necessary to fulfill the tasks assigned to the ministry in the field of preventing emergencies and preparing the population for action in them.
