The main tasks of the Institute of Civil Protection under Academy of the Ministry of Emergency Situations:

The state system of their prevention and actions in such situations in emergency situations (in subsequent places - the State System in emergency situations) training, retraining and advanced training of personnel of republican and local authorities, officials, specialists and mobilization, as well as in the field of protection of the population and territories from emergency situations of civil protection forces, protection of citizens, fire safety, mobilization works, as well as training of managers of small-sized vessels for organizing and implementing measures;

educational and methodological guide for the preparation and retraining of the population of the Centers for ensuring the safety of the life of the population of the region (in the following places - centers), training students on the protection of the population and territories from emergency situations, protection of citizens, fire safety, as well as ensuring the safety of the population;

training of the population of the institute and centers, preparation of other educational institutions for prevention and emergency response, as well as improvement of the educational and material base of their activities in the field of fire safety (educational and methodological manuals, visual handouts, booklets, posters, videos, animated films, documentaries, etc.);

to provide educational and methodological assistance in the organization and improvement of the educational process for students on the basis of ensuring the safety of the life of the population in secondary, specialized secondary, higher educational institutions.

Functions of the Institute of Civil Protection under  Academy of the Ministry of Emergency Situations:

1. a) State system for emergency situations in the field of training, retraining and advanced training of national and local authorities, officials, specialists and mobilization of personnel, as well as protection from emergency situations of civil protection of population and territories, civil protection, fire safety, mobilization work, as well as in the field of organization and implementation of special events for training specialists for emergency situations.:

the development of a master plan for the categories of the audience;

development of training programs, as well as curricula and qualification requirements for the training of specialists and mobilization personnel, senior staff of republican and regional government bodies, state local self-government bodies, the state system in emergency situations;

theoretical and practical, as well as portable trainings

organize the acceptance of intermediate and final control works.

1. b) In the field of educational and methodological guidance of the training of the population of Centers for ensuring the safety of the life of the population of the region (in subsequent places-centers), training and retraining of students on the protection of the population and territories from emergency situations, protection of citizens, fire safety, as well as on ensuring the safety of the population:

provide methodological assistance in developing a plan for aggregating students by category;

training of teachers of secondary, specialized secondary and higher educational institutions, local self-government bodies, organizations, departments and institutions, managers and specialists of local self-government bodies of the state emergency system, as well as the development of curricula and qualification requirements;

to study and provide methodological assistance to regional centers in the design and development of educational documents, improving the educational and material base and improving the quality of training in the field of ensuring the safety of the population.

1. c) In the field of preparing warnings and actions of the population of other educational institutions, as well as improving the educational and material base of their activities in the field of fire safety (teaching aids, visual distribution materials, booklets, posters, videos, animated elephants, documentary elephants, and others)in the field of development:

training manuals, handouts (booklets, posters, etc.) study and analyze the problems of emergency prevention, taking into account the development of an action plan for the preparation of videos, animation and documentaries;

studies foreign experience in this direction and develops measures for implementation in the republic;

development of teaching aids, handouts (booklets, posters, etc.), videos, animation and documentary film projects and organization of consideration and approval by the Academic Council.

1. d) In the field of educational and methodological assistance in the organization and improvement of the educational process for students on the basis of ensuring the safety of the life of the population in secondary, secondary special, higher educational institutions: the

study and analysis of the process of teaching the basics of the safety of the life of the population in secondary, secondary special and higher educational institutions;

development and registration of relevant educational documents on the organization of the educational process for students on the basis of ensuring the safety of the life of the population in secondary, specialized secondary, as well as higher educational institutions, improving the quality of training in the subject and providing educational and methodological assistance in improving the appropriate educational and material base.
